Gayathri is an emergency consultant with prehospital and global health subspecialty. She used consensus methodology to develop a Prehospital Emergency Care Systems Evaluation Toolkit (PECSET) to be used in developing countries and oversees the international prehospital fellowship program in Singapore. She is interested in developing preferred care pathways for patients utilising the emergency services to right site their care in the community. She is also interested in global health education for health professionals and oversees students who engages in overseas community trips.

Prof Cathal O’Donnell is the Clinical Director of the National Ambulance Service in the Republic of Ireland. A medical graduate of University College Cork, Cathal completed his Emergency Medicine training in a number of Irish hospitals in Cork and Dublin, and subsequently completed a Clinical Fellowship in Emergency Medicine and Emergency Medical Services at the University of Toronto in 2005. During this time, he worked with Toronto EMS and the Ontario Air Ambulance Base Hospital Programme and also worked in St Michaels Hospital and Sunnybrook Health Sciences Centre in the city.

Mantas Okas

Mantas is a consultant in Emergency Medicine with a strong commitment to the development of prehospital emergency care. He currently serves as Acting Medical Director for the Physician Rapid Response Unit and Medical Director at the Prehospital Knowledge and Training Centre within the Stockholm Ambulance Service (AISAB). His work focuses on system-level improvement, leadership, and human factors in emergency care. Mantas has a particular interest in education and research on optimizing team and individual performance, with expertise in advanced medical simulation, stress management training and debriefing.

With extensive training alongside U.S. Military, SWAT, EMS, and Fire agencies, Mrs. Pineda is passionate about bridging the gap between education and practical application to elevate patient care in high-stakes environments. She leads groundbreaking initiatives like the SPARC Academy and serves as President of Florida Trauma Centers, Board Member for the Florida Committee on Trauma, and appointed member of the Broward EMS Council.

Bill Salmeron

Bill Salmeron proudly serves as Chief of New Orleans EMS since 2019. Prior to this, he was a field paramedic and Coordinator of Special Events and Planning. During his tenure, he has managed the department through the daily challenges of normal operations as well as numerous large incidents and disasters. Prior to New Orleans EMS, he served as Emergency Services Director for the American Red Cross in Louisiana, managing disaster readiness and response. Chief Salmeron also is a member of several associations, committees, work groups, and participates in local, state, and federal EMS advocacy.

João José Santos Lourenço

Federico Semeraro is an Italian anesthesiologist and intensive care specialist renowned for his work in resuscitation science. Martin Smeekes

Martin is board Member of EMS Europe, representing all EMS of the Netherlands since 2019. For many years Martin has cooperated with Rudy Koster in the Arrest Group of the Amsterdam Academic Medical Center. The results for better patient outcomes in OHCA were acknowleged in the Netherlands and now all EMS dispatch centers dispatch lay rescuers in case of an OHCA. Martin is responsible in EMS Europe for the cooperation with ESO resulting in joint sessions on Stroke in ESOC and EMS congresses.

Specialist in Emergency Medicine and General Practice, is the Head of the Department of Healthcare Quality and Research of the SEM of the Madrid City Council. He is the scientific coordinator of the Spanish Resusctation Council. He was the manager of the Service for 11 years, basing his management on healthcare quality and promoting technologies such as analysis and ultrasound in prehospital medicine. He was the first Spanish doctor to perform emergency thoracotomies at the scene of the accident or fibrinolysis in STEMI. He has published more than 50 articles in scientific journals.

Einar Johan Tveit

Einar Johan Tveit, MD, is a consultant anaethesiologist and head of the Air ambulance/HEMS department at Stavanger University Hospital in the south-west part of Norway. Dr Tveit is a member of various collaboration forums with other emergency services and is part of the editorial team for the national online patient information service for Norwegian hospitals.

Lee Wallis

Lees is Lead: Emergency and Critical Care at WHO Headquarters, Geneva. He is based within the Clinical Services and Systems Unit.

Before taking up this post, he was Head of Emergency Medicine for the Western Cape Government, and Professor and Head of the Division of Emergency Medicine at both the University of Cape Town and Stellenbosch University, South Africa. He has over 20 years experience working on emergency care systems in 50 countries.

Silke Walter

Silke Walter is a consultant neurologist with additional training in neurological intensive care and prehospital emergency medicine working at Saarland University, Germany. She is the Chief Investigator for the advanced Mobile Stroke Unit trial currently carried out in the East of England.

Silke Walter’s principal research interests are around stroke management and prehospital stroke treatment. She was involved in the implementation of the first Mobile Stroke Unit ambulance for prehospital stroke care in 2008 and performed the first outside-hospital acute stroke intravenous thrombolysis.

She is passionate about improving acute stroke care and bringing together different health care professionals. She works as a member at large with the ESO executive committee.

James Ward

Dr Jim Ward has worked as Scottish Ambulance Service Medical Director since 2014. During that time the service has adopted multiple clinical developments and programs, with the aim of anticipating and responding effectively to the full range of emergency and urgent care presentations. Recent Clinical Transformation highlights have been a partnership with MacMillan resulting in improvements on SAS role in palliative care, and the establishment of SAS’ multiprofessional Integrated Clinical Hub, providing person centred care pre-dispatch, and integrating elements of the urgent care system to best meet the needs of patients.

Underpinning these initiatives is a strong focus on patient safety and risk management, aligned within SAS Clinical Governance Framework. Current priorities include SAS role in prevention and signposting in line with our aims to improve Population Health and reduce Health Inequalities.

David Waters

Jia Zhao

Zhenyu Zhang

Prof Zhang conducts research using causal inference methods to uncover the impacts and mechanisms of climate change (particularly extreme climate events) on urban resilience and population health. Anna Moe Øvstebø is the project manager for the Bystander support system at RAKOS (The Regional Centre for Emergency Medical Research and Development in western Norway). The bystander support system has won 2 innovation awards (2022 and 2024) as well as being represented in the national hospital rapport on research and innovation to the Norwegian Government in 2023. Anna has been a part of the RAKOS group who created and launched the bystander support system in 2020. She has a master’s degree in human physiology as well as education in crisis psychology and grief counselling. She is currently also working on a PhD at Stavanger University Hospital together with Centre for Crisis Psychology at the University of Bergen. In her PhD she is mapping the psychological consequences of being a bystander and how the bystander support system best can mitigate these consequences. Her PhD is founded by the Norwegian Air Ambulance Foundation.
